시간강사 규정

 

１조  (목적) 이 규정은 본교(대학원 포함) 시간강사의 자격과 위촉에 관한 세부사항을 규정함을 목적으로 한다. 단, 특수대학원의 경우는 제외한다.

 

제２조 (정의) 시간강사라 함은 본교의 전임교원이 아닌 자로서 교과목의 강의와 이에 따르는 지도를 담당하는 이를 말한다.

 

제３조 (위촉조건) 본교 학생의 교육을 맡을 전임교수가 부족한 경우, 또는 개설 교과목의 강의에 적격한 전임교수가 없을 경우 시간강사를 위촉할 수 있다.

 

제４조(자격) ① 시간강사는 다음 각 호의 1에 해당하는 자격을 갖추어야 한다.<개정 2011.12.11> <개정 2013.5.20>

1. 석사학위 이상 소지자.

2. 타 대학(교)에서 전임 교원 이상인 자.

3. 위 1, 2호에 해당하지 않더라도 담당 교과목의 특성상 예외적으로 그 자격을 인정할 수 있는 자.

② 본교 학부에서 강의한 경력이 있고 학부 소속으로 임용되는 경우에는 상기의 자격을 갖추었더라도 다음 각 호 중 하나의 조건을 충족하여야 한다. 단, 최근 3개 년도를 기준으로 하며, 총 강좌수가 1과목일 경우에는 예외로 한다. <신설 2013.5.20>

1. 강의를 담당한 최근 두 학기의 강의평가 평균점수가 60점(80점 만점) 이상인 자.

2. 한 학기만 강의한 경우 해당 학기 강의평가 평균점수가 60점(80점 만점) 이상인 자.

 

제５조(위촉절차) ① 학장과 학과장은 매학기 개강 전 시간강사가 맡을 과목의 개설을 계획한다.

    ② 학과장은 개설하고자 하는 과목의 시간강사를 학장에게 추천하고 학장은 이를 검토하여 적격하다고 판단되는 경우 이를 개강 2주일 전까지 승인한다. <개정2008.6.4>

    ③ 승인요청시 담당과목명, 시간수, 신규, 유임, 타대학 전임(소속 표기) 등으로 구분, 작성한다.

    ④ 시간강사의 추천에 있어 특수과정(체육, 교직, 심리, 교양영어) 주임교수는 학과장과 같은 역할을 하며 대학원장은 학장과 같은 역할을 한다.〈개정 2004.3.1〉

 

제６조(승인거부) 위촉절차의 과정에서 학장은 학과장이 추천한 자가 해당과목의 시간강사로서 부적격하다고 판단될 경우 승인을 거부할 수 있다. <개정2008.6.4>

 

제７조(위촉) 시간강사의 위촉은 학기별로 행하며 개강 1주일 전까지 완료한다. 단, 학기 중 부득이한 사정으로 강사를 위촉할 경우는 사유발생으로부터 1주일 이내에 학과장이 학장에게 품의, 승인을 얻어야 한다. <개정2008.6.4>

 

제８조(담당시간) ① 시간강사의 담당시간은 주당 6시간 이하를 원칙으로 한다.

    ② 부득이한 사정으로 제1항의 시간을 초과할 경우, 학과장은 강사의 위촉을 추천할 때 이에 따른 사유서를 함께 제출하여 학장의 승낙을 받아야 한다.<개정2008.6.4>

    ③ 예체능 과목의 실기과목을 제외한 실험, 실습 및 실기 시간은 2시간을 1시간으로 계산한다.

 

제９조(변경) 부득이한 경우로 위촉한 시간강사를 변경하고자 할 경우 학과장은 학장에게 사유서를 제출하고 이의 승낙을 받아야 한다. <개정2008.6.4>

 

제10조(구비서류) 신규로 위촉된 시간강사는 다음의 서류를 구비하여 학과장, 학장의 확인을 받은 후 위촉 2주일 이내에 학장에게 제출하여야 한다. 단, 유임의 경우는 제외한다. <개정2008.6.4>

        1. 강사 인사기록카드 1부(2.5×3㎝ 사진 부착) <개정2008.6.4>

        2. 최종학위 학위증 사본 또는 학력증명서 1부(타대학 전임 교원은 재직증명서로 갈음) <개정2008.6.4>

        3. 주민등록등본 1부

        4. 거래은행 통장 사본(강사료 지급 구좌) 1부

 

제11조 (의무) ① 위촉된 시간강사는 본교의 학사력에 따라 담당과목의 강의와 수강학생의 지도를 성실히 이행하여야 한다.

    ② 총장은 시간강사가 전항의 의무를 성실히 이행치 않을 때에는 해임할 수 있다.

    ③ 시간강사는 강사 인사기록카드에 기재한 내용에서 변동된 사항이 발생할 경우(경력, 학력, 주소 등) 이를 즉시 행정실로 통보하여야 한다. <개정2008.6.4>

 

제12조 (보수) 시간강사에 대한 보수는 따로 정한다.

 

제13조 (기타) 강사위촉에 따른 기타사항은 별도로 정할 수 있다.

이 규정은 1993년 9월 1일부터 시행한다.

時間講師の規定

 

1条（目的）この規定は、本校（大学院を含む）の時間講師の資格と委嘱に関する詳細を規定することを目的とする。ただし、特殊な大学院の場合は除く。

 

第2条（定義）時間講師とは、本校の専任教員がない者であっ教科の講義とそれに伴う指導を担当する、これを言う。

 

第3条（委嘱条件）本校学生の教育を引き受ける専任教授が不足している場合、または開設教科の講義に適格な専任教授がない場合は、時間講師を委嘱することができる。

 

第4条（資格）①時間講師は、次の各号の1に該当する資格を備えなければならない。<改正2011.12.11> <改正2013.5.20>

1.修士号以上の保有者。

2.他大学（校）で専任教員以上の者。

3.上記1、2号に該当しない場合でも、担当教科の特性上、例外的に、その資格を認めることができる者。

②本校学部で講義した経歴があり、学部所属で任用された場合には、上記の資格を備えていても、次の各号のいずれかの条件を満たさなければならない。ただし、最近の3つの年度を基準とし、合計講座数が1科目の場合は例外とする。 <新設2013.5.20>

1.講義を担当した最近二学期の講義評価の平均スコアが60点（80点満点）以上の者。

2.一学期だけ講義した場合は、その学期の講義評価の平均スコアが60点（80点満点）以上の者。

 

第5条（委嘱手続）①学長と学部長は毎学期開講前の時間講師が担当する科目の開設を計画する。

    ②学科長は、開設しようとする科目の時間講師を学長に推薦して学長はこれを検討して適格であると判断された場合は、開講2週間前までに承認する。 <改正2008.6.4>

    ③承認リクエスト担当科目名、時間数、新規、留任、他大学専任（所属表記）などに区分、作成する。

    ④時間講師の推薦において、特殊処理（PE、教職、心理、教育、英語）主任教授は、学科長のような役割を果たし、大学院長は、学長のような役割をする。<改正2004.3.1>

 

第6条（承認拒否）委嘱手続きの過程で、学長は、学部長が推薦した者が、その科目の時間講師として不適格であると判断した場合、承認を拒否することができる。 <改正2008.6.4>

 

第7条（委嘱）非常勤講師の委嘱は、学期ごとに行い開講1週間前までに完了している。ただし、学期中やむを得ない事情で講師を委嘱する場合は、事由発生から1週間以内に学科長が学長に品、承認を得なければならない。 <改正2008.6.4>

 

第8条（担当時間）①時間講師の担当時間は週6時間以下を原則とする。

    ②やむを得ない事情で、第1項の時間を超過する場合には、学科長は講師の委嘱を推薦するとき、これによる理由書を提出して学長の承諾を受けなければならない。<改正2008.6.4>

    ③芸術・体育科目の実技科目を除いた実験、実習及び実技の時間は2時間を1時間として計算する。

 

第9条（変更）やむを得ない場合に委嘱した時間講師を変更しようとする場合、学科長は学長に理由書を提出し、異議承諾を受けなければならない。 <改正2008.6.4>

 

第10条（書類）新規に委嘱された時間講師は次の書類を具備して学科長、学長の確認を受けた後、委嘱2週間以内に学長に提出しなければならない。ただし、留任の場合は除く。 <改正2008.6.4>

        1.講師人事記録カード1部（2.5×3㎝の写真付き）<改正2008.6.4>

        2.最終的な学位学位証のコピーまたは学歴証明書1部（他大学専任教員は在職証明書に代える）<改正2008.6.4>

        3.住民登録謄本1部

        4.銀行通帳のコピー（講師料の支払い口座）1部

 

第11条（義務）①委嘱された時間講師は本校のハクサリョクに応じて担当科目の講義と受講学生の指導を誠実に履行しなければならない。

    ②総長は、時間講師が前項の義務を誠実に履行しないときは、解任することができる。

    ③非常勤講師は講師人事記録カードに記載した内容で変動された事項が発生した場合（キャリア、学歴、住所など）、これを直ちに執行部に通知しなければならない。 <改正2008.6.4>

 

第12条（報酬）の非常勤講師の報酬は別に定める。

 

第13条（他の）講師委嘱によるその他の事項は、別に定めることができる。

Time instructor regulations

 

Article 1 (Purpose) The purpose of this regulation is to provide details of the qualifications and appointments of the school (including graduate school) time instructors. Except for special graduate schools.

 

Article 2 (Definitions) Time lecturer is a person who is not a full-time faculty member of the school but who is in charge of lectures and follow-up instruction.

 

Article 3 (Terms and Conditions) If there is a shortage of full-time professors who will be in charge of the education of our students, or if there are no full-time professors who are qualified for lectures in the open courses, we may appoint a time lecturer.

 

Article 4 (Qualifications) ①Time instructors shall be qualified for one of the following items: <Amended by Dec. 2011> <Amended 2013.5.20>

1. Hold a master's degree or above.

2. Those who are more than full-time faculty from other universities (schools).

3. Those who are eligible for exceptional qualifications, even if they do not fall under items 1 and 2 above, due to the nature of the subject.

② If you have a lecture at the faculty of the school and are appointed as a faculty member, you must meet one of the following conditions even if you have the above qualifications. However, it is based on the last three years, except when the total number of courses is one. <Newly established 2013.5.20>

1. Those who have an average of 60 points (80 points or more) in the lecture evaluation in the last two semesters.

2. If only one semester is lectured, the average score of the semester lecture evaluation is 60 or more (out of 80 points).

 

Article 5 (Commissioning Procedure) ① The President and the Head of the Department shall plan the opening of courses to be held by the lecturer before the start of each semester.

    ② The head of the department recommends the instructor of the course that he / she wants to open to the dean, and if deemed appropriate by the dean, the dean will approve it by two weeks before the opening. <Amended on June 6, 2008>

    ③ When approval is requested, the name of the subject, the number of hours, new, stay, and full-time in other universities (notation) should be written.

    ④ In the recommendation of the time instructor, the specialist course (physical education, teaching, psychology, English for liberal arts) will play the same role as the head of the department, and the president of the graduate school plays the same role as the president.

 

Article 6 (Rejection of Approval) In the course of the appointment process, the dean may refuse approval if the recommendation of the head of the department is deemed inadequate as a time lecturer in the subject. <Amended on June 6, 2008>

 

Article 7 (Recruitment) Time The instructor is appointed by semester and completed by one week before the start of the course. However, if a lecturer is appointed by reason of unavoidable circumstances during the semester, the head of the department must obtain approval from the dean of the department within one week from the occurrence of the cause. <Amended on June 6, 2008>

 

Article 8 (Responsible Hours) ① The hours of the lecturers shall be 6 hours or less per week.

    ② In case of exceeding the time stated in Paragraph 1 above due to unavoidable circumstances, the head of the department should submit the statement together with the recommendation of the lecturer when he / she recommends the lecturer to accept the approval of the dean.

    ③ Experimental, practical and practical hours excluding practical courses in arts and physical education classes are calculated as 2 hours to 1 hour.

 

Article 9 (Amendment) In case of inevitable change of time instructed to the lecturer, the chairman shall submit a statement of reasons to the dean and accept his / her consent. <Amended on June 6, 2008>

 

Article 10 (Required Documents) The newly appointed lecturer shall submit the following documents to the Dean within two weeks after receiving the confirmation of the Dean and Dean. However, in the case of resignation, it is excluded. <Amended on June 6, 2008>

        1. One copy of the instructor's greeting card (2.5 x 3 cm picture) <Amended on June 6, 2008>

        2. Copy of final diploma or certificate of scholarship (Full-time faculty member of another university is replaced with certificate of employment) <Amended on June 6, 2008>

        3. One copy of Resident Registration

        4. Copy of bankbook of the bank (1 account of the lecture payment account)

 

Article 11 (Obligations) ① Time appointed The lecturer shall faithfully perform the lecture of the subject course and the instruction of the student in accordance with the academic ability of the school.

    (2) The president may dismiss the lecturer if he / she does not faithfully fulfill the obligations of the preceding paragraph.

    ③ Time The lecturer should notify the administrative office immediately if any changes occur in the contents recorded on the lecturer's personnel record card (career, education, address, etc.). <Amended on June 6, 2008>

 

Article 12 (Remuneration) Remuneration for time lecturers shall be determined separately.

 

Article 13 (Other) Other matters related to the appointment of instructors may be determined separately.

 

 

Supplement

This regulation shall come into effect on September 1, 1993.

This amendment shall come into effect on March 1, 2004.

 

Supplement

This amendment shall come into force as from January 31, 2007.

 

Supplementary Provisions (June 4, 2008)

This amendment will be effective from March 1, 2008.

 

Addendum (2011.12.11)

This revised regulation shall come into effect on December 12, 2011.

 

Supplementary Provisions (2013.5.20.)

① (Enforcement Date) This revised regulation shall be effective from March 1, 2014.

② (Interim Measures) The application of Article 4, Paragraph 2 of this revised regulation shall apply from the applicant on March 1, 2014.
